PGO Tornado Lights Hi/Lo

I have just purchased a 1999 PGO Tornado 90cc, the headlights seem to be stuck on high beam.
I have checked the operation of the switch with my multi meter and it seems to be fine, the high beam light stays on whenever the headlights are turned on no matter if the switch is in the high or low position, BUT if I disconnect the headlights the high beam indicator light turns on/off with the switch.

What voltage should I be getting? And also how does the system work, is it meant to be one projector lamp for low beam and two for high beam? The lighting circuit has 3 wires that come together at the lights with only 2 wires to each light.

Any help would be greatly appreciated
